Shipping a Firearm to an Out-of-State FFL

Shipping a firearm to an out-of-state Federal Firearms Licensee (FFL) is more complex due to strict federal regulations. Firearms cannot be shipped directly to an individual in another state; they must be sent to a licensed FFL dealer. The sender must ensure the receiving party holds a valid FFL and verify the license through the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). Only certain carriers, like UPS or FedEx, allow firearms to be shipped, and the package must be clearly labeled and declared as a firearm at the time of shipping. Additionally, the firearm must be unloaded, securely packaged, and follow carrier-specific guidelines.
